Abstract A precise measurement is presented of the inclusive ep scattering cross section in the kinematic region of low Bjorken x and four-momentum transfer squared 0.35 \le Q2 \le 12 GeV2. The data were recorded with the H1 detector at HERA in 1999/2000, with a proton beam energy of 920 GeV and a positron beam energy of 27.6 GeV. For part of the data the interaction vertex was shifted by +70~cm, thereby accessing a region of lower Q2 than for the nominal vertex position. The cross-section measurement is used to determine the proton structure function F2(x,Q2) and the longitudinal structure function FL(x,Q2).
