Abstract The average transverse energy, $$, and particle multiplicty, $$, have been measured for charged particles emitted into regions perpendicular to the hardest jet, the leding jet, produced at low $Q^2$ in deep inelastic ep-scattering at HERA. The measurement uses data taken with the H1 detector during the years 1999 to 2000. $$ and $$ are presented as a function of the transverse momentum of the leading jet. The analysis is performed separately for the inclusive jet sample, and for a dijet sample, where the second jet is required to have an azimuthal angle larger than 120 degrees with respect to the leading jet. The dijet sample has been split into direct photon processes and resolved photon processes by applying a cut in the energy fraction carried by the photon, $x_\gamma$. The results are compared to LO QCD. .
