A Measurement of the Deep Inelastic Scattering Cross Section and of F_L at Low Q^2 and Bjorken x at HERA

Abstract Preliminary results are presented of the deep inelastic scattering cross section in the Q^2 range 1-15 GeV^2. The data were taken in 1999 by the H1 Collaboration at HERA, with positrons of 27.6 GeV energy and protons of 920 GeV energy, in a dedicated low Q^2 running period with an integrated luminosity of about 3pb-1. Extension of the inelasticity range up to y=0.9 and improved precision allow the longitudinal structure function FL(x,Q^2) at low Q^2 to be determined more accurately than hitherto.
